J.R. Nereus O. ACOSTA

Hon. J.R. NEREUS O. ACOSTA is a member of the Philippine House of Representatives and vice president for Mindanao of the Liberal Party.  He received his Master’s Degree in international relations and political studies at Indiana University in the United States and his PhD in government and political science as an East West Center Grantee at the University of Hawaii in the United States.  He also holds certificates from the Kennedy School of Government, Harvard University, where he completed an intensive program on policy and leadership in 1999 and on environmental economics in 2002.
 
Edgardo J. ANGARA

Senator Edgardo J. Angara is a distinguished legislator, lawyer, educator, banker, and art patron.  He has a long history of public service, having serving as president of the University of the Philippines, Senate President, Executive Secretary in the Office of the President, chairman of the Philippine National Bank, and Secretary of Agriculture.  He has also been the president of the Laban ng Demokratikong Party (LDP) since 1998.  Senator Angara founded the Angara, Concepcion, Cruz, Regala and Abello Law Offices, better known as ACCRA Law, one of the country’s most prestigious law firms. 
 
In the 1992 senatorial elections he placed third, and from 1993 to 1995 he served as Senate President, the third highest post in the Philippines.  As a legislator, Senator Angara has authored and sponsored many landmark laws in education, health, the arts, culture, social welfare, and agriculture.  He was elected again as senator in the May 2001 elections, garnering the most number of votes from the opposition.  In congress, he continues to promote reform measures such as the Absentee Voting Bill, Campaign Finance Reform Bill, Political Party Act, and Electoral Modernization Bill.  Senator Angara is a graduate of the University of the Philippines (Bachelor of Laws, 1958) and the University of Michigan in the United States (Masters of Law, 1964).
 
Resurreccion Z. BORRA

Commissioner Resurreccion Z. Borra is a commissioner on the Commission on Elections (COMELEC) and serves as chairman of the Board of Trustees of the COMELEC Provident Fund.  He is also currently a panelist and lecturer at CESB “Gabay” Program and has served as a member of the faculty at several universities in the Philippines.  Prior to becoming commissioner, Commissioner Borra was a consultant to COMELEC from 2000 to 2001 and the executive director from 1992 to 2000.  Commissioner Borra has served as a facilitator and resource person at many missions and training events both in the Philippines and abroad.  Commissioner Borra received is Master’s Degree in public administration from UP Visayas and his Bachelor’s Degree in law (cum laude) from the University of San Agustin.
 
Ramon C. CASIPLE

Mr. Ramon C. Casiple is the executive director of the Institute for Political and Electoral Reform (IPER).  He has served as a board member at IPER for six years and as acting executive director before becoming regular executive director in June 2002.  He is also the chairperson of the Consortium on Electoral Reforms, a national coalition of civil society electoral reform organizations and activists.  As a human rights advocate, Mr. Casiple has been a consultant and a member of the Council of Leaders of the Philippine Alliance of Human Rights Advocates (PAHRA).  He is also currently the secretary-general of Claimants 1081 and a consultant on human rights with Rep. Loretta Ann P. Rosales, chairperson of the House Committee on Civil, Political, and Human Rights.  Mr. Casiple headed the Executive Committee for the 2002 National Election Reform Summit and the 2003 National Voter Education Summit.  He was a resource person on electoral and constitutional reform at the First All-Parties Conference of Philippine Political Parties in May 2002.
 
Sheila CORONEL

Ms. Sheila Coronel was only fourteen when martial law was declared in the Philippines and freedom of the press severely curtailed.  Intending to enter law, she changed her mind after the Aquino assassination.  She covered the movement to bring the Marcos dictatorship down and chronicled the EDSA revolution.  In 1989, she and eight like-minded colleagues founded the Philippine Center for Investigative Journalism (PCIJ), where she has been the executive director.  Using painstaking and time-consuming research, Ms. Coronel and her partners developed in-depth stories of public interest on subjects hidden behind layers of power.  They have marketed the stories through the mainstream press and mentored younger reporters.  Under her leadership, PCIJ has produced a formidable body of work probing controversial issues in the nation’s life, and spared no legitimate target.  PCIJ’s scrupulous reporting of the anomalies in the Estrada presidency helped set the stage for eventual impeachment.  Ms. Coronel received her Bachelor’s Degree in political science from the University of the Philippines and her Master’s Degree in political sociology from the London School of Economics and Political Science in England.  She is author of numerous publications on the Philippine politics, media, and corruption, and is also the recipient of the 2003 Ramon Magsaysay Award for journalism, literature, and creative communication arts.
 
Benjamin I. ESPIRITU

Dr. Benjamin I. Espiritu is a former Governor of the Province of Oriental Mindoro and is a member of the “Think Tank Group” of the Nationalist People’s Coalition (NPC) party and provincial chairperson of the NPC in his province.  He is also the chairperson of the Business and Governance Department of the De La Salle University Professional Schools Graduate School of Business.  In addition, he is a practicing certified public accountant and president and CEO of Change Management International, Inc.  Dr. Espiritu serves as a consultant to the Asian Development Bank on reengineering the financial management system of the Philippine Judiciary and is a senior adviser to the provincial government of Oriental Mindoro.  Dr. Espiritu earned his PhD in public administration from the University of Santo Tomas, Master’s Degree in national security administration from the National Defense College, MBA from De La Salle University, and his Bachelor’s Degree in science of commerce and accounting also from De La Salle University.
 
Jose Luis Martin C. GASCON

Hon. Jose Luis Martin C. Gascon is the Department of Education Undersecretary for Legal Affairs and Legislative Liaison.  He is the former executive director of the National Institute for Policy Studies (NIPS), an independent non-government organization conducting research, training, and advocacy programs on liberal politics within the Philippine political context.  He was also an assistant professorial lecturer at the department of political science of the Manila Campus of the De La Salle University.  Hon. Gascon studied at the University of the Philippines for his degrees in philosophy and law.  He also obtained his Master’s Degree in law from the University of Cambridge in England as a British Chevening Scholar.  His fields of interest are comparative political and electoral systems, human rights, and transitions to democracy.  
 
Hon. Gascon was a student leader fighting the Marcos dictatorship leading up to the 1986 People Power Revolution.  He became the youngest delegate to the Constitutional Commission that prepared the current Philippine constitution.  He also sat in the House of Representatives of the 8th Congress during the Aquino administration.  He was awarded the 2001 Benigno S. Aquino Fellowship in the field of public service.  He presently serves as co-convener of a network of organizations preparing to launch a community website on electoral reforms.  He is a member of the Liberal Party and was the chair of the party’s Commission on Public Policy and Advocacy.  Hon. Gascon was a participant in the first NDI-CALD regional political party workshop in January 2002.
 
Telibert C. LAOC

Mr. Telibert C. Laoc is the executive director of National Citizen’s Movement for Free Elections (NAMFREL), a non-partisan, nationwide organization of individual citizens and civic, religious, professional, business, labor, educational, youth, and non-government organizations in the Philippines, voluntarily working for the cause of free, orderly, and honest elections.  He is a co-convener and head of the secretariat of the Private Sector Committee for the Automation of the 2004 Elections.  From 2000 to 2002, he was also the private sector representative to the Advisory Council of the Commission on Elections.  He has been part of various international electoral engagements as an observer, trainer, and resource person around the world.  He is the recipient of the “2003 Outstanding Chapter Achiever” in the field of electoral reforms awarded by the University of the Philippines Alumni Association, Cebu Chapter Foundation.
 
Francisco A. MAGNO
 
Dr. Francisco A. Magno is the executive director at the Institute of Governance of De La Salle University and an associate professor in the political science department at De La Salle University.  He also serves as an advisor to the Southeast Asian Conflict Studies Network of the Philippines and as project director of the “corporate, social, and environmental responsibility” research project of the John D. and Catherine T. MacArthur Foundation.  Dr. Magno is the author of numerous publications on good governance, environmental, and democratization issues.  He received the “Outstanding Young Scientist” award from the National Academy of Science and Technology of the Philippines in 2002 and the “Philip Jacob Peace Research Award” from the Spark Matsunaga Institute of Peace at the University of Hawaii in 1996.  Dr. Magno received his PhD in political science from the University of Hawaii at Manoa in the United States.  He received and his Master’s Degree and Bachelor’s Degree both in political science from the University of the Philippines, Dilliman.
 
Victor Andres C. MANHIT
 
Prof. Victor Andres C. Manhit was Undersecretary for External Affairs and Special Concerns of the Department of Education, Culture, and Sports (DECS) from 1998 to 2001, and Deputy Secretary for Administrative and Financial Services of the Philippine Senate from 1996 to 1998.  He is presently the executive director of the LABAN (Laban ng Demokratikong Pilipino or LDP) Party Institute, a post he has held since 1994.  Prof. Manhit is also currently a member of the faculty of the Political Science Department of De La Salle University-Manila, and a political and policy consultant to opposition leader Senator Edgardo J. Angara and to the Senate Committee on Constitutional and Electoral Reforms.  Prof. Manhit was a participant in the first NDI-CALD regional political party workshop in January 2002.
 
Joel ROCAMORA                                                              
 
Dr. Joel Rocamora is the executive director of Institute for Popular Democracy.  He has served as a consultant to the UNDP Program on Poverty Alleviation and the Center for Social Policy and Public Affairs (Ateneo University), and as director of the Philippine Resource Center in Berkeley, California in the United States.  He was the associate director of Transnational Institute, a research institute established to promote international co-operation by analyzing and finding possible solutions to such global problems as militarism and conflict, poverty and marginalization, social injustice, and environmental degradation.  Dr. Rocamora earned his Bachelor’s Degree in political science from the University of the Philippines and PhD in politics, Asian studies and international relations from Cornell University in New York in the United States.
 
Loretta Ann P. ROSALES

Hon. Loretta Ann P. Rosales is a congresswoman representing the AKBAYAN Party List.  She was the president of the JRC Faculty Union and was elected founding chair of the Alliance of Concerned Teachers-Philippines (ACT-Philippines), an umbrella organization of teachers from state colleges and universities, private schools, and public schools covering all levels of education.  She also served as director of the Popular Struggles Commission (PSC) under the Bagong Alyansang Makabayan.  She was tasked to coordinate the multi-sectoral program of BAYAN for the marginal and under-represented members of the organization -- farmers, laborers, urban poor, indigenous communities, fisherfolk, students, and teachers.

Hon. Rosales was elected as executive director for the Institute for Political and Electoral Reform (IPER).  Together with the Institute for Politics and Governance (IPG) and the Institute for Popular Democracy (IPD), she lobbied hard for the enactment of the party-list bill as provided for in the 1987 Constitution.  In 1995, congress passed RA 7941, the Party-List Act, into law.  She was the founding president of CLAIMANTS 1081, an organization of victims of human rights violations under the Marcos regime and was elected president of the Partido ng Bayan, the political party closely associated with BAYAN.
 
Jose A. RUFINO
 
Hon. Jose A. Rufino is the presidential liaison officer for political affairs (with Cabinet rank) in the Office of the President of the Philippines.  Previously, he served as chairperson and CEO at Value Capital Management Corporation and chairperson of URDEC Holdings Cooperation.  Hon. Rufino studied political science and history at Lincoln University and human relations and organizational behavior at the University of San Francisco, both in the United States.  Hon. Rufino is involved in numerous civic organizations, including the Community Development and Economic Foundation, the Center for Christian-Muslim Democracy, and the National Movement of Young Legislators Foundation.  He is also the national executive director and vice-president for finance of the Lakas-NUCD-UMDP party, and past president of NUCD-UMDP.
