- Mr.
Eugene Fung is a government appointed member of the Town
Planning Appeal Board panel in Hong Kong. He is a founder
and standing committee member of the Democratic Alliance
for the Betterment of Hong Kong. Mr. Fung is also a
committee member of the Hong Kong Chinese Importers’ and
Exporters’ Association and a founding member of the
Overseas Liaison Association in the
province
of Jiangxi, China. Mr. Fung is a certified public
accountant by profession, holding a Master’s Degree from
Antioch
University in the United States and a certificate in CICPA
China Accounting from the Open University in Hong Kong.
He is currently serving as the director of Charles Chan Ip
& Fung CPA Ltd., and as a supervisor of the Whiz Computer
School.

Andrew To has been a councilor of the Wong Tai Sin
district since 1991 and is currently the secretary-general
of the Frontier. He is a member of the Power for
Democracy Executive Committee and also a committee member
of the Hong Kong Alliance, which supports democratic
development in China. He was a central committee member
of the Democratic Party (1989-1990) and the
secretary-general of the Hong Kong Federation of Students
(1998-2000). He holds a Bachelor’s Degree in social
sciences and a Master’s Degree in public policy and
management.
