CHEA Vannath

Ms. Chea Vannath has been president of the Center for
Social Development (CSD) since 1998. CSD is a
non-governmental organization advocating for good
governance through the institutionalization of democratic
values and principles. CSD conducts public meetings on
national issues, and acts as a non-partisan and neutral
forum to discuss issues of concern to society. Under her
leadership, CSD has taken numerous first steps for
Cambodia including the development of Cambodia’s Voters’
Guide for electoral education in 1998 and the development
of the first national curriculum on transparency and
accountability in cooperation with Cambodia’s Education
Ministry. Ms. Chea Vannath has extensive experience
working with governments and national and international
non-governmental organizations both in Cambodia and in the
United States. She served in the special missions of the
United Nations Transitional Authority in Cambodia (UNTAC)
from 1992 to 1993. Ms. Chea Vannath holds a degree in
public administration from the Royal School of
Administration, Cambodia, and a Master’s Degree in public
administration, with an Award of Achievement, from
Portland State University, Oregon in the United States.

HANG Puthea

Dr. Hang Puthea is the executive director of the Neutral
and Impartial Committee for Free and Fair Election in
Cambodia (NICFEC). He has also served as the president of
the Fine Arts Association in Cambodia. In addition, Dr.
Hang Puthea is chairman of Board of Director of the
Federation of Ponleu Khmer, a coalition of 126 civic
organizations. He has participated in numerous seminars
and election monitoring missions both inside and outside
Cambodia. Dr. Hang Puthea earned his PhD in jurisprudence
from the National University of Kazakhstan.

Mr. Mar Sophal is a monitoring coordinator for the
Committee for Free and Fair Elections in Cambodia (COMFREL).
Previously, he served as media and external relations
assistant and media monitoring supervisor at COMFREL.
From 2000 to 2001 he was the assistant director for the
Cambodian
Center
for the Protection of Children’s Rights (CCPCR). Mr. Mar
Sophal received his Bachelor’s Degree in business
administration from the National Institute of Management
in
Phnom
Penh.

Sochua

Hon. Minister Mu Sochua is Cambodia’s Minister for
Women’s and Veterans’ Affairs. She also currently
serves as deputy secretary general of FUNCINPEC party
(the French acronym for the National United Front for an
Independent, Neutral, Peaceful and Cooperative Cambodia)
and is responsible for capacity building for women party
members and candidates. She left Cambodia at age
eighteen to live and study in
France
and then California, becoming a refugee when the Khmer
Rouge seized power in 1975. She returned to Cambodia in
1989, when she first joined FUNCINPEC. She ran in the
1998 elections and won a seat representing Battambang,
one of the most war-torn provinces in Cambodia and where
her parents lost their lives. Minister Mu Sochua ran
with FUNCINPEC again in the 2003 elections, competing
for a seat from Phnom Penh. Minister Mu Sochua is very
involved in numerous civic activities focused on
strengthening the rights of women, defending human
rights, and preventing the trafficking of women and
children. She has also been involved in campaigns to
end domestic violence and raise awareness about
HIV/AIDS.

Rainsy

Hon. Sam Rainsy is the leader of the opposition in the
Cambodian parliament and leader of the Sam Rainsy Party, a
party that emerged from the Khmer Nation Party of which he
was a founder in 1995. Hon. Sam Rainsy was also a
founding member of the FUNCINPEC Party and a member of its
Steering Committee from 1992 to 1995, and served as
Minister of Finance of the Royal Government of Cambodia
from 1993 to 1994. From 1971 to 1985, Hon. Sam Rainsy was
a financial analyst and investment manager for various
banks and financial institutions in Paris, including
Manufacturers Hanover and Paribas. He joined
Paluel-Marmont, a French bank specializing in financial
research and stock investment, as director in 1985 and
became chair and chief executive officer of the
Paris-based investment company DR Gestion in 1988 until he
returned to Cambodia.

Hon. Sam Rainsy is a lawyer registered at the Cambodian
Bar Association. He has obtained degrees in political
science (Diplôme de l'Institut d'Etudes Politiques de
Paris), economics (Maîtrise et Diplôme d'Etudes
Supérieures de Sciences Economiques from the Faculté de
Droit et des Sciences Economiques de Paris), accounting (Diplôme
d'Etudes Comptables Supérieures issued by the French
Ministry of Education), and business (Master of Business
Administration from INSEAD, France). Hon. Sam Rainsy was
the chairperson of the Council of Asian Liberals and
Democrats (CALD) from 2000 to 2002, and was a speaker at
the first NDI-CALD regional political party workshop in
January 2002.

Chhay

Since 1993, Hon. Son Chhay has been a member of parliament
representing Siem Reap province. He currently is the
chairman to the Parliamentary Committee on Public Works,
Transport, Telecommunications, Post, Industry, Energy,
Mines, and Commerce. Previously he served as secretary to
the Committee on Education, Culture, Tourism, and
Religious Affairs. He is a member of the Sam Rainsy Party
and is actively involved in promoting democracy, human
rights, equal opportunity, and good governance. Hon. Son
Chhay is also an executive member of Global Network for
Parliamentarians Against Corruption (GOPAC) and a founding
member of the Coalition for Transparency Cambodia. Hon.
Son Chhay received his Bachelor’s Degree in mathematical
science from Flinders University and his diploma in
education from Adelaide University in Australia. He also
completed a course in business management at TAFE College
in Australia. He is a member of the executive committee
of the Council of Asian Liberals and Democrats (CALD).
Hon. Son Chhay was a participant in the first NDI-CALD
regional political party workshop in January 2002.

THUN Saray

Mr. Thun Saray is the president and a founder of ADHOC, a
leading human rights organization in Cambodia since 1991.
Previously, he worked at Cambodia’s Finance Ministry and
served as the deputy-director of the Institute of
Sociology in Phnom Penh. He was imprisoned twice due to
his association with opposition politics and was accused
as a “traitor to the nation” because of his involvement in
the establishment of an underground political party during
the communist regime. Mr. Thun Saray studied economics
and law in
Phnom
Penh.
