INTERNATIONAL CRIME

1) Definition:
Premeditated, politically motivated violence perpetrated
against non-combatant targets by sub-national groups or
clandestine agents, usually intended to influence an
audience.
2) History
& Major Organisations: Assassins, Siciari, Jacobites,
Irgun, IRA, PFLP, Bader Meinhoff, Action Directe, Red
Brigades, Red Army Faction, Shining Path, Maoist
Guerrilas, ETA, Al Qaedah, Abu Sayef, Jemaah Islamiah,
etc.
3) Terror
in Civil Aviation: Jordan (1970), Mogadishu,
Entebbe,
Sept. 11th.
4) Psychology
of the Terrorist: Believe to the point of not listening
to reason that what they are doing is correct. Most of
them are educated and intelligent, and may not be
particularly poor and destitute.
5) South
East Asia: Indonesia, Thailand, the Philippines,
Malaysia (KMM, JI). Lessons learnt from the communist
insurgency. Regional
Terrorism

6) Addressing
the root cause of terrorism: Palestine, Iraq,
Afghanistan.
7) Terrorism
achieves little except the suffering of innocents. This
may be the strongest weapon against terror.
8) International
Crime: Piracy, Money laundering, smuggling. Straits of
Malacca – it is the responsibility of the littoral
states to curb this crime.
9) Measures
against Terrorism and International Crime: ASEAN very
serious and committed to containing these problems. Good
co-operation amongst regional law enforcement agencies.
Imperative to keep South-East Asia safe and attractive
to tourists, students and investors. |
