Observations and Impressions

The European Union is a regionalism-based intergovernmental institution, which is one of the key-players of global political development in post-cold war and present new world order.

The European Parliament is an international democracy and diplomacy institution. It has no cut and thrust debates between governments and oppositions as in many national parliaments.

First observation about the EU is data and figures management. It was the first meeting that I attended in the European Parliament in Brussels and learned "the statistical classification of economic activities known as NACE Rev. 1 and 2. On 30 May 2006, I was assigned to attend a meeting on ' NACE REV. 2' (2006/0011 COD): of Commission of the European Communities by Ms. Descamps Ricci Delphine, a policy advisor of the ALDE' Econ committee (see-attachment-1).

Second observation is that policy-formulation, implementation and evaluation around the globe. On 1 June 2006, I was assigned to listen at a workshop on Damages Actions for Breach of European Community Anti-trust Law. It had two sessions and chaired by Ms. Pervenche Beres (MEP, Econ Chairwomen), Mr. Antolin Sanchez Presedo et all. After the meeting, I had to write a brief report and meeting minutes for Ms. Descamps Ricci Delphine, a policy advisor of the ALDE' Econ committee ( see-attachment-2).  The EU wants to balance the globalization with Anti-Trust law to avoid the global market monopoly by the transnational cooperation (TNC).

Third observation is the Foreign Affairs Committee, which deals with the issues from every corner of the world. MEPs have to assign specific issues and agenda. A good MEP is a valuable lobbyist he/she is concerned with the issues at the EP. Although each member country has a national Ministry of Foreign Affair, the EP' Foreign Affairs Committee also plays some key role in making foreign policy and prepare for the EU' "Common Position"

Fourth observation is Group Meeting. Political groups, political idea and political-isms are key agents among the EP political culture. In 2006, there are seven political groups and MEPs from political parties across the EU, which come together in supranational groupings, representing common interests and goals. There are 732 MEPs and minimum number of 29 MEPs can form political groups. The ALDE won 199 MEPs and third largest seat in the EP.

Summing up, the policy formulation of the EP is largely based on the Political Groups meeting. Each MEP of the group raises the issues and policy at the group meeting for the group position paper. These group position papers go to the EP' hearing, reading and the plenary sessions and some others commissions. Individual MEPs are very weak to survive and raise the issues in the area of the EP' political culture. Constituency, political-ism and groups can bring MEPs to the floor and seat of the EP. Current political dilemmas of the EP are the EU' Constitution, Turkey membership and future border of the EU.
