Name of Intern:
Naing Ko Ko
-
Country:
National Council of the
Union of Burma
- Internship
period: 29 May 2006 – 25 June 2006
Let me
express my sincere thanks to the Alliance of Liberals and Democrats for
Europe (ALDE), Council of Asian Liberals and Democrats (CALD) and my special
thanks go to the National Council of Union of Burma (NCUB), a leading
democratic organization of Burma for assigning me to study about the
European Parliament's functions.
The
internship at the European Parliament (EP) for the people of third world
countries is a very valuable experience because we have many things to learn
on rule of law, policy-making, policy-implementing and policy-evaluation
process, electorate systems, EU constitution, federalism, agenda-setting,
hearings, First-Reading, the plenary sessions, daily-parliamentarian tasks,
transparency, accountability, good governance and team-work.
The
internship with the EP provided me huge valuable knowledge on democracy,
diplomacy, economics and political theories and humanity. Although the EP is
a mixture of supranational power and intergovernmental structure, it has an
independent policy formulation process. No one can deny that the EP is one
of the transnational democratic institutions and one of the global key
players in present globalization age.
First,
I have selected to work on the Economic and Monetary Affairs Committee of
the Alliance for Liberals and Democrats for Europe. My internship and daily
task were supervised by Ms. Descamps Ricci Delphine, a policy advisor of the
ALDE' Econ committee, Ms. Terazi, a policy advisor of the ALDE 's Econ
committee and Mr. Poenaru Titus, a policy advisor of the ALDE ' Econ
committee and Ms. Marcia Kammitsi, an assistant of the Foreign Affairs
Committee of the ALDE. All of them are experts having interpersonal skills
and guided me to gather knowledge and the use of time management.
Secondly, the internship made us independent. We gathered facts and
figures about the subject we are interested in and had acute observations
concerning the activities of the EP.
We are
free to observe and learn, as there is no specific limitation and
restrictions for us to choose on the committees, agendas and political
issues. However, I personally feel that the internship period is very short
as I really enjoy my time here and I think I would gain much more should I
be given more time to do this valuable internship.
I also
joined Ms. Marcia to attend some meetings of the Foreign Affairs
Committee of the ALDE group in Brussels and Strasbourg. The ALDE group is
the third largest political group in the EP. I also had to attend some
urgency meetings, expert hearings, ALDE group meetings, the plenary sessions
of both the committee of the Econ and Foreign Affairs.
Finally, the internship at ALDE and the EP contributes to an understanding
of the role of liberty, democracy, individuality and responsibility in the
global arena. Particularly, as a liberal and democrat internship at the ALDE
in the EP have gained knowledge of liberalism, Adam Smith's Laissez-faire
economic theory, small-government and internationalism. Moreover, I received
some basic wisdom of the European Institution such as the European
Parliament, the Commission, the Council, Schuman' philosophy of the Europe
and the role of European institutions in present age.
