Mr. Keo Phirum

Mr. Keo is the deputy chief of cabinet of the Sam Rainsy Party. For six (6) years he served as the treasurer and executive member of the New Zealand National Party, Kaikoura Electorate. In New Zealand he has been involved with various business enterprises. He received his Bachelor of Commerce, Major in Accounting from the Nelson/Marlborough Institute of Technology in New Zealand; Certificate in General Psychology from the International Correspondence Schools;, and Certificate in Computer and Data processing from Otago Polytechnic.

Mr. Panharith Savan
 
Mr. Panharith Savan is a cabinet staff member of the Sam Rainsy Party, responsible for IT and website. He previously worked for the Urban Sector Group (USG) Organization.  He received his Bachelor of Economic Science, Major in Economic Development degree from the Royal University of Law and Economics. He is currently taking his MBA, major in General Management.
 
Mr. Sara Oum
 
Mr. Sara Oum joined the Sam Rainsy Party in 1997. He was previously editor of the Khmer Youth newspaper and assistant to the Party’s Secretary General and President. He has been in charge of public relations and is currently video editor and radio program producer for SRP.
 
His work experience also includes being an interpreter for the Ministry of Tourism and a Thai and Lao language teacher. He studied Economics at the Economic Science Institute of Cambodia and attended the Private School of Thai, Lao and English in Phnom Penh.
 
Indonesia
 
Mr. Hanjaya Setiawan
 
Mr. Henjaya Setiawan is a Member of the Youth, Student and Sport Department of the Indonesian Democratic Party of Struggle. He was formerly a Secretariat Member of the Communication Forum for Political Parties and Politician Reformation (Young Politician Forum) and of the Mega for President Team National Board during the 2004 Presidential Election. He served as the General Secretary of Professional Society for Democracy as well as founded the Dian Masyarakat Foundation and the Department of Institute for Peace and Justice. He is an alumnus of Trisakti University, where he majored in Engineering, and of the IAF Seminar on Strategic Planning.

Ms. Munyati Sullam
 
Ms. Munyati Sullam is the Deputy Secretary General of Central Board Nation Awakening Party. She took Bachelor of Law and Public Notary Master of Law at the University of Indonesia. As a recipient of the British Chevening scholarship, she took Master of Arts in Communication Studies at the University of Leeds in the United Kingdom. She has participated in various seminars and workshops, including the Seminar on TV Journalists Strengthening the Democratization in Indonesia. 
 
A previous news anchor at TVRI Jakarta, Ms. Sullam is currently a public notary at Tangerang Residence, lecturer at the Faculty of Law of the University of Indonusa Esa Unggul and a law drafter at MWA UI. Other work experiences include being appointed as a candidate for the legislative general election, being Head of Media Department of Indonesian Notary Association and being an instructor and speaker in communication workshops and seminars.

Ms. Chong Ah Yu
 
Ms. Chong Ah Yu is a teacher and Vice Chairman of the Parent Teacher Association at SMK Mahmud Raub. She has previously worked for the SM Dato’ Shahbandar Hussein and SRJKC Lurah Bilut. She received her Bachelor of Arts Honors degree in Economics from the University Malaya where she was a member of the AISEC research team to Thailand, committee member of the Chinese Society U.M. and a member of the Chinese Society U.M. delegation to Hong Kong and Taiwan.

Mr. Kong Kim Hock
 
Mr. Kong Kim Hock is the Secretary of the Penang Gerakan IT and Training Bureau and a trainer and module writer at its Satu Academy. He organizes seminars and training workshops relating to IT and political development.
 
Since 1995, he has been in the General Elections Task Force Teams of Hon. Dr. Koh Tsu Koon, Acting President of Parti Gerakan and Hon. Chia Kwang Chye, Parti Gerakan Secretary General. He has been in charge of preparing candidates’ election communications material, monitoring voters turn out and preparing election results on polling day.
 
Ms. Wong Siew Ying
 
Ms. Wong Siew Ying or Wennie is the Communication Executive Secretary (Organisation/Publicity) of the Parti Gerakan Rakyat Malaysia. She studied Media Communication (Journalism) at the Sheffield Hallam University in the UK and received her Bachelor’s Degree with Upper Second Class Honours in October 2002. She has participated in the 3rd CALD Communications Workshop on “Political Parties and the Internet”, the seminar on “Freedom of the Press & Freedom of the Information” of the International Academy for Leadership and the Ship for Southeast Asian Youth Program. She has previous work experience as a journalist and has been an active member of the Young Malaysians Movement (YMM).
 
Philippines
 
Mr. Rey Antonio Jose Altavas
 
Mr. Rey Antonio Jose Salas Altavas or Bingo studied Bachelor of Science in Applied Economics at the De La Salle University and later on attended the University of the Philippines College of Law. He is a Special Projects Consultant of the Office of Senator Mar Roxas. He has previously worked for the Philippine National Bank and Department of Agriculture, and was Councilor of Roxas City.
 
Mr. Altavas was District Chairman of the Boy Scouts of the Philippines Roxas City Council, Chairman of the Laban ng Demokratikong Pilipino (LDP) Roxas City Chapter and Member of the Liberal Party of the Philippines.  He has been a candidate for Roxas City Mayor and for Congressman of the First District of Capiz.

Ms. Argee Gallardo
 
Ms. Argee Gallardo is the Deputy Director General for Management Services of the Liberal Party of the Philippines. She graduated Cum Laude from the University of San Carlos, Cebu City, where she received her degree in Bachelor of Science in Business Administration. She later on received her Masters in Business Administration from the Ateneo de Cagayan-Xavier University.
 
Her achievements include being the second placer of the National Marketing Plan Competition of De La Salle University in 2002 and being the Vice President of the Masters in Business Administration Officers of Ateneo de Cagayan-Xavier University from 2004 to 2005. She was an intern of the Alliance of Liberals and Democrats for Europe at the European Parliament in November 2006 and a member of the Secretariat for the International Conference of CALD-ALDE-LI.
 
Mr. Paul C.H. How
 
Mr. Paul How is a media staff member of the Office of Senator Mar Roxas. He was previously a reporter and proofreader for Businessworld Publishing. He received his Bachelor’s Degree in Communication Arts from the De La Salle University.
 
Singapore
 
Mr. Kong Kim Hock
 
Mr. Kong Kim Hock studied Computer Engineering and has worked as a professional software developer. Although he is not a member of a political party, he is a social liberal activist whose main concern is human rights and focuses on civil liberties and digital rights. His activism includes participation in the Freedom Walk to educate the public on the Universal Declaration of Human Rights and to protest Dr. Chee Soon Juan’s being held in prison for speaking in public without a permit, the May Day Walk to raise awareness of the plight of workers who have no power to negotiate for better wages and a vigil outside the Myanmar embassy to rally against the Burmese junta’s murderous crackdown on peaceful demonstrators. He is currently forming an umbrella human rights advocacy group.
 
Sri Lanka
 
Mr. Vaithilingam Shanmuganthan      
 
Mr. Vaithilingam Shanmuganthan or “Shan” has been a District Organizer and National Action Committee Member of the Liberal Party of Sri Lanka since April 2004. He is the Secretary General of the Liberal Democratic Workers Union of Sri Lanka, President of the Upcountry Community Development Organization of Sri Lanka and Secretary of the Rotary Club of Nuwara Eliya-District 3220. Apart from having contested parliamentary, provincial and municipal council elections, he has submitted several project reports and proposals to the government of Sri Lanka for implementation, including a fifteen point action plan to bring down the cost of living, economic development planning and the federal solution to the ethnic problem of Sri Lanka.
 
He has been a delegate to the Electoral Observation Mission in the County Elections of Taiwan on behalf of CALD in 2005. He has implemented the following awareness programs: uplifting the standard of education, water conservation and availability of facilities at the Technical College to reduce the rate of unemployment and solve social problems.  
 
Taiwan
 
Ms. Vivian Chen
 
Ms. Vivian Chen is the Deputy Chief Executive Officer of the Department of International Affairs of the Democratic Progressive Party and of the Frank Hsieh 2008 Presidential Campaign. She studied at the University of Technology, Sydney for her LLB/BA. She has previously been an intern for the Parliamentary Office of Hsiao Bikhim and a lawyer for Mayson Legal and Westside Law.

Ms. Cheng-Jou Hsu
 
Ms. Cheng-Jou (Belinda) Hsu is the News Department Program Officer, Department of Culture and Information of the Democratic Progressive Party. She has a Bachelor’s Degree in Labor Relations with a minor in Economics and a Master’s Degree in Telecommunication from the National Chung Cheng University. Her work experience includes being PR & Job Marketing Manager for East Gateway Human Resource Management Corporation and an intern reporter for Liberty Times and Association of Taiwan Journalists.
 
Mr. Roger Lee Huang
 
Mr. Roger Lee Huang is an Associate Researcher for the Department of International Affairs of the Democratic Progressive Party. He has been an assistant to the Deputy Secretary General of the Democratic Progressive Party, intern at the United Nations Office on Drugs and Crime in Burma, research assistant at the Institute of European-American Studies, Academia Sinica and a freelance writer. He has a Bachelor of Arts degree in East Asian Relations and International Relations from Bucknell University and took his MSc in Ethnicity and Nationalism at the London School of Economics and Political Science.
 
Thailand
 
Ms. Rujira Chaithi
 
Ms. Rujira Chaithi is a project coordinator for the Democrat Party Thailand. She has been working with DPYA in youth development programs and is part of the secretary team of Mr. Suthep Thaugsuban, General Secretary of Democrat Party. She received her Bachelor’s degree at the Thammasat University, majoring in Interdisciplinary Studies Social Science (Mekong Basin Sub-Regional Studies).
 
Her accomplishments include working with Greater Mekong Subregion Youth Forum as a Project Team Leader, representing DPYA in a workshop on “Promoting Progressive Education: The role of Asia Youth” and coordinating and organizing “Young Expo 2006”.
 
Mrs. Pattamon Pengsom
 
Mrs. Pattamon Pengsom is the Deputy Chairman, Village Administration for the Pimonra Sub-District, Nonthaburi Province. She is also a lawyer for a private law consultant firm and has been involved in local and national politics for seventeen years.

Ms. Chonthira Poleewattana
 
Ms. Chonthira Poleewattana is currently the Democrat Party Project Coordinator for DP Secretary-General, Mr. Suthep Thaugsuban. She received her Bachelor’s Degree in Social Administration with a major in Social Work and minor in Criminal Justice Administration from the Thammasat University in Thailand. Her previous work experience includes Community Public Relations with the Advance Power Supply Co.

Hon. Dr. J.R. Nereus Acosta
Secretary General
Council of Asian Liberals and Democrats

Dr. Neric Acosta is the current Secretary General of the Council of Asian Liberals and Democrats and Secretary General of the Liberal Party of the Philippines. He completed his third term as representative of Bukidnon province in Northern Mindanao to the House of Representatives. He is the principal author of the groundbreaking Clean Air Act that has become a model of environmental legislation in Asia. Dr. Acosta recently served as Chairman of the Committee on Ecology and Vice-Chairman of the Committees on Science and Technology, Human Rights, and Foreign Relations of the House of Representatives. He has represented the Philippines in numerous international forums, including the United Nations Special Assembly on HIV/AIDS and the Asian Forum of Parliamentarians on Population and Development, where he now serves as the Deputy Secretary General. An academic and civil society stalwart, he earned his PhD in Political Science from the University of Hawaii as an East West Center Scholar. He received his MA in Public Affairs (International Relations and Political Studies concentration) from the Indiana University of Pennsylvania and attended the special courses on Leaders in Development Program, June 1999 and Environmental Economics, May 2002 at the Kennedy School of Government of Harvard University. In 2004 he was awarded the prestigious World Fellows Program of Yale University.

Mr. John Joseph S. Coronel

Mr. John Coronel is the outgoing Executive Director of the Council of Asian Liberals & Democrats, a position he held since CALD opened its permanent secretariat in Manila in 2000.  Mr. Coronel previously served as Vice President of the Philippine liberal think tank, the National Institute for Policy Studies; consultant of Amnesty International; and consultant of Philippine Senate Majority Leader Senator Francis P.N. Pangilinan. He has been involved in various electoral campaigns in the local and national levels. He studied at the University of the Philippines and the University of Hawaii where he was a scholar of the East West Center.

Mr. Paolo Antonio A. Zamora

Mr. Paolo Zamora is the Program Officer of the Council of Asian Liberals and Democrats (CALD). He started working with CALD in 2002 and was tasked to help organize CALD conferences, workshops and missions. He was part of the joint-projects with the National Democratic Institute for international Affairs (NDI) on political party accountability and transparency. He has also worked on several electoral missions organized by CALD together with NDI and with the Democratic Progressive Party of Taiwan (DPP). Paolo is a member of the UNESCO Youth Network for Peace-building, PHILCORPS Organization of the Indigent and an individual member of the Young Liberals and Democrats of Asia. He graduated from the University of the Philippines with a Bachelor’s degree on Political Science.

Mr. Carlo Religioso

Mr. Carlo Religioso is the newest CALD Program Officer.  Prior to his CALD posting, he was with the Japan International Cooperation Agency (JICA) Philippine Office as Program Assistant of the administration section.  He has participated in different trainings and conferences held in India, Slovenia, Lithuania, United Kingdom, France, Cyprus and the Czech Republic.  He has presented a paper on youth empowerment during the 8th UNESCO Asia Pacific Program of Education Innovation for Development (APEID) in Bangkok on November 2002. Mr. Religioso finished his Bachelor of Arts major in Consular and Diplomatic Affairs at the De La Salle University—College of Saint Benilde.

Ms. Rosanna Ocampo

Rosanna Ocampo is an intern of the Council of Asian Liberals and Democrats. She graduated Cum Laude from the De La Salle—College of Saint Benilde, majoring in AB Consular and Diplomatic Affairs. She completed her on-the-job training at British Council Philippines and was Vice President for Projects of the CSB Debate Society.

Mr. Siegfried Herzog

Mr. Siggi Herzog studied Economics at the University of Tuebingen, Germany, and Georgetown University, Washington D.C., graduating with an M.A. in 1991. Active in NGO development cooperation with Bangladesh since 1982, he has been working for the Friedrich Naumann Foundation since 1994, first as Project Director in New Delhi, India, from 2002-2006 as head of the Asia Department in the Foundations head office in Potsdam, Germany, and since September 2006 as Resident Representative in Manila, Philippines.

Mr. Narwin Espiritu

Mr. Narwin Espiritu is the Web Developer of the Friedrich Naumann Foundation and is also in charge of the maintenance of the regional website of the Friedrich Naumann Foundation’s East and Southeast Asia Office.
