Background
-
In 2003, the Council of Asian Liberals and Democrats, in
cooperation with the Friedrich Naumann Foundation held a
communications workshop focusing on political
communication for Asian liberal and democratic parties
in Manila . This has become an annual event. The
succeeding annual events in Phnom Penh, Kuala Lumpur and
Taipei focused on media and electoral campaigns,
political parties and the internet and a hands-on
workshop on digital tools for political communication.

To
provide the participants an understanding of political
campaign communications.

present trends and best practices in political campaign
strategies that can be adopted in the participants’
respective parties.

allow the participants to engage in strategic planning.

observe and understand the political and media
environment in the host country.

Coverage

Theoretical Framework
Principles of Political Campaign Communication

With inputs by the facilitators and external speakers, this
will serve as a basic introduction of political campaign
communication and covers, among others functions, styles
and strategies and available channels for communication
-

Case
Studies

Trends and Best Practices in Political Campaign Communication
Strategies

With inputs by the participants themselves and also by
external resource person/s, best practices of past
campaigns will be presented for discussion. These
include person to person campaigning, use of mass media,
and use of digital communication

Work
Assignments/ Practicum
-

This includes designing a media campaign plan and the
production of certain outputs such as a media plan,
radio/tv scripts for political advertisements, actual
recording of a radio advertisement and the like.

The
CALD Communication Strategy

This includes a presentation of existing CALD internal and
external communication practices of CALD, a review of
the past recommendations and a discussion for current
recommendations

Profile
of Participants
-
-
The following are the criteria for the participants:
-

-
1.
Must be
involved with the media and political communications of
his/her political party or with the
media/communications of an official or high ranking
member (MP, minister, local official, etc) of his/her
party.

2.
Must
have an experience in an actual electoral campaign (this
requirement is not applicable to the NCUB)
-

3.
Must
submit a written report before the workshop and must
present said report during the workshop. (see separate
guidelines)

4.
Proficiency in oral English is essential. The CALD
secretariat may conduct telephone interviews to assure
the language competence.
