On April 3-8, 2005, the Inter-Parliamentary Union (IPU) held its 112th General Assembly in Manila. The IPU, which enjoys a consultative status with the United Nations, is the biggest international alliance of parliamentarians.

CALD organized side activities including the missions of the Sam Rainsy Party (SRP) of Cambodia and the National Council of the Union of Burma (NCUB) aimed at further advocating democratic reforms in the two countries. The Liberal Party of the Philippines and CALD, which is based in Manila, served as host organizations of these missions and other activities for liberals worldwide. Senate President Franklin Drilon, who is also the President of the Liberal Party and member of the CALD Executive Committee, is the President of the 112th IPU General Assembly.
